為進(jìn)一步加強(qiáng)檢驗(yàn)檢測機(jī)構(gòu)監(jiān)管，規(guī)范檢驗(yàn)檢測市場秩序，北京市市場監(jiān)督管理局、北京市公安局、北京市規(guī)劃和自然資源委員會(huì)、北京市生態(tài)環(huán)境局、北京市交通委員會(huì)、北京市水務(wù)局定于8月至10月在全市范圍內(nèi)開展檢驗(yàn)檢測機(jī)構(gòu)“雙隨機(jī)、一公開”監(jiān)督抽查。

北京市將對機(jī)動(dòng)車檢驗(yàn)、生態(tài)環(huán)境監(jiān)測、自然資源檢驗(yàn)檢測、水利水質(zhì)監(jiān)測、醫(yī)療器械防護(hù)用品檢驗(yàn)檢測、食品檢驗(yàn)、成品油和清凈劑質(zhì)量檢測等9個(gè)領(lǐng)域作為檢驗(yàn)檢測機(jī)構(gòu)監(jiān)督抽查重點(diǎn)。

        在生態(tài)環(huán)境領(lǐng)域，多部門將聯(lián)合對碳排放核查相關(guān)檢驗(yàn)檢測機(jī)構(gòu)開展監(jiān)督檢查，主要檢查近兩年出具的碳排放核查相關(guān)檢驗(yàn)檢測報(bào)告。對檢查中發(fā)現(xiàn)的碳排放核查相關(guān)檢驗(yàn)檢測機(jī)構(gòu)數(shù)據(jù)造假等違法行為，依法依規(guī)嚴(yán)肅處理。在機(jī)動(dòng)車檢驗(yàn)領(lǐng)域，北京市市場監(jiān)管局等部門將聯(lián)合開展機(jī)動(dòng)車檢驗(yàn)機(jī)構(gòu)監(jiān)督檢查，加強(qiáng)實(shí)時(shí)視頻監(jiān)控巡查和異常業(yè)務(wù)數(shù)據(jù)分析研判，及時(shí)預(yù)警違規(guī)行為，嚴(yán)格倒查問責(zé)，嚴(yán)厲打擊替檢代檢、未經(jīng)檢驗(yàn)出報(bào)告、篡改檢驗(yàn)數(shù)據(jù)、出具虛假檢驗(yàn)報(bào)告等違法違規(guī)行為。

同時(shí)，組織取得市級CMA資質(zhì)認(rèn)定證書的813家檢驗(yàn)檢測機(jī)構(gòu)開展風(fēng)險(xiǎn)自查，重點(diǎn)自查檢驗(yàn)檢測活動(dòng)是否符合國家相關(guān)法律法規(guī)的規(guī)定，遵循客觀獨(dú)立、公平公正、誠實(shí)信用原則；檢驗(yàn)檢測數(shù)據(jù)、結(jié)果是否真實(shí)、客觀、準(zhǔn)確；管理體系是否有效運(yùn)行，是否能夠持續(xù)符合資質(zhì)認(rèn)定條件和要求；從事檢驗(yàn)檢測活動(dòng)所必需的檢驗(yàn)檢測設(shè)備設(shè)施是否完備；是否遵守反壟斷法等相關(guān)法律規(guī)定，是否依法合格開展生產(chǎn)經(jīng)營等。
